The Toro TimeMaster 21199 uses a 30-inch, two-blade Recycler deck and a 223cc Briggs & Stratton OHV gasoline engine. Personal Pace rear-wheel drive adjusts travel to the operator’s walking pace, with traction assist and a listed maximum speed of 4.5 mph. The deck is 13-gauge steel, supported by a cast-aluminum frame.
Clippings can be mulched, collected in the supplied grass bag or discharged through the included side chute. Two-point height adjustment sets the cut from 1.25 to 4.25 inches. The blade override system stops blade rotation while the engine continues running. A Quick Stow handle folds for storage, and the deck washout port supports cleaning after mowing.
